The answer is Daur (ᡩᠠᡤᡠᠷ ᡠᠰᠸ / Daure usuue), a Mongolic language spoken in parts of northern China, and in north east Mongolia. The recording comes from YouTube:
Japanese or Okinawan
Is it possibly Ainu?
I’d favor an Iranian language.
Malagasy?
This sounds like some Japanese southern dialect or perhaps Okinawan.
