That was my first guess – but only an uneducated guess. Based on that information, my next guess is, for the sake of argument, Tigray.
The language is Hamer(-Banna), an Omotic language spoken in South Omo Region of Ethiopia, and also known as Mariko. The recording comes from the GRN.
Here’s a clue – this language is spoken in Ethiopia.
