Can you identify the language, and do you know where it’s spoken?

Kind of sounds like Norwegian.
It sounds much more like Dutch than Norwegian to me. I assume it is spoken somewhere in The Netherlands or Belgium. I can’t quite follow what he is saying (something about language vs. dialect) but the mention of ‘Vlaanderen’ suggests that the recording is made in Belgium. But if this is a language that is not part of the Dutch-Flemish continuum, then I would guess Limburgs. I can’t hear any obvious pitch accent (which exists in Limburgs), but it has quite ‘singsong’ intonation – perhaps this is what Rauli hears that makes it sound a bit Norwegian.
He seems to be pronouncing his final ‘n’s, but otherwise it sounds pretty much like Dutch to me.
