Definately Finnic, sounds more like Estonian to me though, but probably some non-standard variety like Võro or Seto. (Talking of Savo, I’m current on a train on my way to Northern Savonia)
The language is Võro (võro kiilʼ), a Finnic language spoken in Estonia. The recording comes from YouTube:
That sounds Uralic to me, but I may be completely wrong.
Uralic, Finnic, likely Northern Finnic. Not Standard Finnish (‘yks’ for ‘yksi’), so, perhaps, Savo?
