Something sounds a bit Spanish to me but also Asiatic. Is it perhaps a language from the Philippines?
I have no idea. Somehow the first half sounded like a Bantu language to me, but the second half sounded more like something from Southeast Asia.
The answer is Hainanese (海南話 / Hái-nâm-oe), a variety of Min Chinese spoken in Hainan in southern China. The recording comes from YouTube:

To say the least, it sounds like an African Niger-Congo language, maybe Bantu, but I’m not sure.
Here’s a clue – this is a Sino-Tibetan language.
