Sounds like something from Indonesia or the Philippines to me. Just a guess.
Now that I have listened ti the clip again I keep hearing the word “hari” repeated which I know to be the Indonesian word for “day” so I think it is from that area.
Austronesian, I’d say – if it is a natural language, that is – because of the phonology and the numerous reduplications.

The language is Numanggang, a Finisterre-Huon language spoken in Morobe Province in Papua New Guinea.
