The answer is Sikkimese, (འབྲས་ལྗོངས་སྐད་), a southern Tibetan language spoken in Sikkim. The recording comes from the GRN.
A lot of “umlaut” sounds. Something in the Tibetan range?

It sounds very very Tibetan to me. I’d say Sikkimese or Sherpa.
