The speaker in the recording doesn’t seem to be speaking very clearly, or this might just be how this language usually sounds.

I’d guess a German dialect close to the border of Denmark. Around Flensburg?
If you distract the singing in the background, you will hear a fine example of Luxembourgish proper or a similar dialect spoken in the adjacent regions, Lorraine in France or Saarland in Germany.
The guy is telling us that he must eat, when he’s hungry, and preferably will eat up to half a pound of Sider(?) cheese, but unfortunately, his wife is no expert in making that speciality.
All that detail from daydreamer confirms my suspicion that this was likely a Middle or Low German dialect, though the sound isn’t good enough for me to make out more than a few words here and there and that the /r/ is uvular, not coronal as in the southern dialects.

Certainly heavy dialect German, I wonder what Romanian Saxon sounds like or even Volga Deutsche. Either way a fascinating sound.
I can’t believe that this is a Germanic language. Before reading the comments, I’d guessed that this is Klingon or another artificial language intentionally made to sound extraterrestrially. Or, if not that, then at least one of the Amerindian languages which can have ten consonants in a row without need for a vowel. Had the man his mouth full of the damned Sider Käs when he was making the record?
I had spent eight years learning German at school, apparently in vain.
The answer is Mosell Franconian, a German dialect spoken in west central Germany, in south Belgium and in Moselle in France.

The original recording includes lots of sniffing, snorting and other noises, which I removed. Unfortunately I couldn’t do anything about the clarity of the speech though.
