The answer is Karuk or Karok, a language spoken in northwestern California in USA that possibly belongs to the Hokan language family. The recording comes from the GRN. Reply
It sounds to be a dialect of Scots Gaelic or maybe Manx.
Sounds like a Native American language, and I’m going to guess something Uto-Aztecan.
