The ULOG alphabet was invented by Kuznetsov Michael (Кузнецов Михаил) for an online game "Dark Horizon" that he wrote with a friend, and uses it mainly for writing inscriptions in his conlang, ULOG.
ULOG stands for the "Universal Language of the Galaxy", or "Всеобщий язык Галактики" in Russian.
